Radiation Norms and Tests compulsory for Imports of Cell Phones.

Government has fixed SAR Value for handsets as 1.6 and notified that Mobile hand set manufactured and sold in India or Imported from the other countries shall be checked for compliance of SAR limit. Certain requirements have been prescribed for display of SAR value also. The details with regard to Mobile handsets are given below.
 
This has been done vide Office Memorandum No. 32-7/2010-EW dated 17th November, 20-11 issued by  Government of India, Department of Telecommunications, Ministry of Communications and IT.
 
Mobile Handsets
 
(i)                   SAR level for mobile handsets shall be limited to 1.6 Watt/kg, averaged over a 6 minutes period and taken over a volume containing a mass of 1 gram of human tissue.
(ii)                SAR level shall be displayed on the handset.
(iii)               All cell phone handsets sold in the market in India shall comply with relevant BIS standards and shall be with hand free devices.
(iv)              SAR value information of the mobile handsets shall be available on the manufacturer’s web site & in the handset’s manual. The information on SAR values shall be made available to the consumer at the point of sale.
(v)                Mobile hand set manufactured and sold in India or Imported from the other countries shall be checked for compliance of SAR limit.
(vi)              The manufacturers in India shall provide self declaration of SAR value of the handset. In respect of imported handset from the other countries, manufacturers apart from self declaration of SAR shall specify the SAR Information in their documents for verification by the appropriate authority. Suitable amendments in the Indian Telegraph Rule under Indian Telegraph Act 1985 shall be enacted for strict compliance.
(vii)             Manufacturer’s mobile handset booklet shall contain the following safety precautions:
 
a.       Use of wireless hands-free system (headphone, headset) with a low power Bluetooth emitter.
b.      Make sure the cell phone has a low SAR.
c.       Keep your calls short or send a text message (SMS)( instead. This advice applies especially to children, adolescents and pregnant women.
d.      Use cell phone when the signal quality is good.
e.      People having active medical implants should preferably keep the cell phone at least 15 cm away from the implant.
(viii)           List of SAR values of different mobile phones shall be uploaded on DoT/ TEC website.


Some norms have also been announced for Mobile BTS, details of which are available with us, if required.
 
 
Now there is need to engage in consultation and discussions with Government for date and procedure of implementation, details of tests procedures, timing of test during imports or manufacturing, test labs, policy on old/existing stocks etc. The first meeting with the Government is proposed during third week of December. We shall be grateful to have your suggestions/views in the matter with regard to implementation and confirm if you would like to join the Core Group being formed for this purpose.
