ABOUT THE EVENT 
Boundary making is not simply a drawing of lines on a map. It is a political act with strategic implications that are bilateral, regional and perhaps even global. An agreed boundary per se does not offer a state complete security nor immunity from external influence.

Boundary making involves three distinct stages. First, there must be a political agreement among decision makers on its general alignment. Secondly, this is then translated on to a map [delineation]. Thirdly, from a map it is then demarcated on the ground. Sino-Indian boundary negotiations so far have not even achieved the first stage. The question that therefore arises is what is holding up the general political consensus? The session will focus on the challenges that India and China are facing at the negotiations of the boundary settlement.

Ambassador Ranjit Singh KalhaFormer Secretary (West), Ministry of External Affairs, Government of India
Ambassador Ranjit Singh Kalha joined the Indian Foreign Service in 1965. After holding the key posts of Joint Secretary [Americas] and Joint Secretary [East Asia], he became Additional Secretary [Administration] and Secretary [West] in the Ministry of External Affairs. He served as India’s Ambassador to Indonesia and Iraq. On superannuation, Ambassador Kalha was appointed by the President of India as Member, National Human Rights Commission with rank equivalent to Judge, Supreme Court of India. 
The Canadian House of Commons honoured Ambassador Kalha on 14 June 2001 with a citation for his services to the promotion of Indo-Canadian relations. An alumnus of Punjab University and University of Hong Kong, Ambassador Kalha is fluent in Chinese and led the Indian side for the India-China Boundary Sub-Group negotiations from 1985 to 1988. Having lived and worked in China, a greater part of Ambassador Kalha’s career was devoted to Sino-Indian relations and on Chinese affairs. Ambassador Kalha has authored three books; The Ultimate Prize--Saddam and Oil, The Dynamics of Preventive Diplomacy and India-China Boundary Issues—Quest for Settlement. He is a well- known commentator on Chinese affairs and on the politics of oil. He appears regularly on National TV and has contributed several articles to both the international and national print media. He lives in Delhi and can be reached at rskalha@hotmail.com.
  
 Dr. Srikanth KondapalliProfessor in Chinese Studies, School of International Studies, Jawaharlal Nehru University

Srikanth Kondapalli is Professor in Chinese Studies at Jawaharlal Nehru University. He was Chairman of the Centre for East Asian Studies, SIS, JNU twice from 2008 to 2010 and 2012 to 2014. He is educated in Chinese studies in India and China with a Ph.D. in Chinese Studies. He learnt Chinese language at Beijing Language & Culture University and was a post-Doctoral Visiting Fellow at People’s University, Beijing from 1996-98. 
He was a Visiting Professor at National Chengchi University, Taipei in 2004, a Visiting Fellow at China Institute of Contemporary International Relations, Beijing in May 2007, an Honorary Professor at Shandong University, Jinan in 2009, 2011 and 2013 and at Jilin University, Changchun in 2014, a Non-Resident Senior Fellow at People’s University since 2014 and a Fellow at Salzburg Global Seminar in 2010. He wrote two books (China’s Military: The PLA in Transition in 1999 & China’s Naval Power in 2001), two monographs, co-edited three volumes (Asian Security & China in 2004; China and its Neighbours in 2010 & China’s Military and India in 2012) and a number of articles in journals and edited volumes – all on China. He received the K.Subramanyam Award in 2010 for Excellence in Research in Strategic and Security Studies.

 Ambassador Ronen SenFormer Ambassador of India to the USA

After joining the Indian Foreign Service in 1966, Ronen Sen served between 1968 and 1985 in the former USSR, the USA and Bangladesh as Third/Second/First Secretary, Counsellor and Minister; as Secretary to the Atomic Energy Commission, and as Deputy Secretary and Joint Secretary in the Ministry of External Affairs. From 1986 to 1991, he was foreign and defence policy advisor to successive Prime Ministers and had several assignments as Special Envoy of the Prime Minister. 
He had consecutive postings as Ambassador of India to Mexico (1991-92); to the Russian Federation (1992-98); the Federal Republic of Germany (1998-2002); as High Commissioner to the UK (2002-04); and Ambassador to the USA (2004-09). 
He also participated in 182 bilateral and multilateral summit meetings in six continents. In 2012 he was awarded the Padma Bhushan by the President for his contributions to foreign policy and defence programmes.  He is currently Independent Director on the Board of Tata Sons Limited.
