रंग ला रही है इंडिया अगेंस्ट करप्शन की कोशिश, सिंचाई घोटाले में घिरने लगी महाराष्ट्र सरकार

 

26 सितंबर, मुंबई. महाराष्ट्र के सिंचाई विभाग में करीब 70,000 करोड़ के घोटाले का पर्दाफाश करने के बाद इंडिया अगेंस्ट करप्शन (आईएसी) महाराष्ट्र के जल संसाधन मंत्री श्री सुनील टाटकारे के इस्तीफे और मामले की जांच एक स्वतंत्र एसआईटी से कराने की मांग करता है. महाराष्ट्र में बांध बनाने के नाम पर हुए इस महाघोटाले से जुड़ी सारी जानकारियां आईएसी ने सूचना के अधिकार का इस्तेमाल करके निकाली थीं.

 

आईएसी के वरिष्ठ कार्यकर्ता अरविंद केजरीवाल ने आज मुंबई में एक संवाददाता सम्मेलन में सिंचाई विभाग के इस घोटाले की जांच एक निष्पक्ष जांच एजेंसी से करानी की मांग की. अरविंद केजरीवाल ने कहा, “ हम मुख्यमंत्री से मांग करते हैं कि वह किसी दबाव में न आते हुए घोटाले के लिए जिम्मेदार अजित पवार का इस्तीफा तत्काल मंजूर करें और जल संसाधन मंत्री सुनील टाटकारे का इस्तीफा भी लें.”

 

आईएसी के इस खुलासे के बाद महाराष्ट्र के मुख्यमंत्री ने सिंचाई विभाग पर एक श्वेत पत्र लाने की घोषणा की थी. लेकिन श्वेत पत्र आने से पहले ही घोटाले के लिए सीधे-सीधे तौर पर जिम्मेदार माने जा रहे महाराष्ट्र के उप-मुख्यमंत्री अजीत पवार ने कल इस्तीफा दे दिया था.

 

महाराष्ट्र के जल संसाधन विभाग ने ठेकेदारों की मिलीभगत से प्रदेश में कई ऐसे बांधों के बनाए जो व्यर्थ थे. इसके लिए महाराष्ट्र जल संपत्ति नियमन प्राधिकरण  (MWRRA), केंद्रीय सतर्कता आयोग के दिशा-निर्देश, राज्यपाल के निर्देश और यहां तक कि सिंचाई विभाग के नियमों की भी खुलकर धज्जियां उड़ाई गईं. इसमें श्री अजित पवार के साथ-साथ श्री सुनील टाटकारे की भी सक्रिय भूमिका रही है. आईएसी के पास इनके खिलाफ ठोस सबूत हैं.  

 

अरविंद केजरीवाल ने कहा, “अगर महाराष्ट्र सरकार सिंचाई घोटाले की निष्पक्ष जांच कराकर दोषियों को सजा दिलाने का प्रयास नहीं करती तो आईएसी, महाराष्ट्र में एक आंदोलन शुरू करेगा.”

आईएसी की कार्यकर्ता अंजली दमानिया ने इस मामले को उजागर करने में बहुत अहम भूमिका निभाई है. इस मामले की पड़ताल के दौरान उनको बहुत सी धमकियां मिली थीं लेकिन अंजली उन धमकियों से डरी नहीं और तहकीकात करती रहीं. उन्होंने धमकी देने वालों के खिलाफ पुलिस में एफआईआर भी दर्ज कराई थी.

 

आईसी मांग करता है कि पिछले 10 सालों के महाराष्ट्र के सभी सिंचाई प्रोजेक्टों की जांच सुप्रीम कोर्ट के रिटायर्ड जज की अध्यक्षता में बनी एक विशेष जांच दल(एसआईटी) को सौंपी जाए. एसआईटी पर्यावरण तथा महाराष्ट्र के ग्रामीणों व आदिवासी जनता को हुए सभी नुकसानों का भी पता लगाए.

 

आईएसी ने सरकार से महाराष्ट्र के पांच सिंचाई मंडलों कोंकण, मराठवाड़ा, कृष्णा घाटी और गोदावरी के चीफ इंजीनियरों को तत्काल निलंबित कर सभी दस्तावेजों को एसआईटी को सौंपने की मांग की है.

 

महाराष्ट्र में जहां एक तरफ सिंचाई के साधनों के अभाव के कारण हजारों किसानों ने आत्महत्या कर ली वहीं सिंचाई प्रोजेक्टस के नाम पर 70 हजार करोड़ से अधिक का घोटाला हो गया.

 

IAC Press Conference by Arvind Kejriwal on Irrigation Scam in Mumbai

 

On 26th September 2012 Arvind Kejriwal held a press conference in Mumbai on the Irrigation Scam along with Anjali Damania and Mayank Gandhi. Mayank Gandhi said that the irrigation scam has had large scale ramifications, farmers are losing their lives but the NCP held irrigation ministry blatantly violated all laws to perpetrate the loot. He mentioned that IAC has the data of Kondhane, Hetawane, Wadshat Vave, Hari Hareshwar, Lendhi, Balganga, Kal Kumbhe, Kalu Shai, Susri dams and the modus operandi has been the same in all. Data of another 61 dams will be made available in the coming weeks.

 

Anjali Damania mentioned how she undertook the dam expose when she joined the Anna movement. Despite offers, threats, she has persevered in her work. She said she approached the government, the media and even the opposition. But she was shocked when a national leader told her that they would not be in a position to help her. 

Arvind said that each scam that unfolds shows that there is full collusion amongst the parties. He said who can be entrusted to punish the perpetrators in the absence of a strong Lokayukta. IAC wants the irrigation scam to be taken to its logical conclusion and Arvind made the following demands:

1.  The Chief Minister should not fall prey to the pressure tactics of the NCP and should accept Ajit Pawar’s resignation immediately.
2.  We demand an immediate Special Investigative Team (SIT) be appointed to conduct an inquiry on all irrigation projects in Maharashtra in the last 10 years. The SIT should be constituted by retired Supreme Court Judges.There is a need to examine each project and to uncover the economic extent of the scam, the violations, the environmental damage, and the abuse of the  rights of the villagers & adivasis. The inquiry should explore every aspect of this dam which is not just about money but about large scale loot of national resources. In their greed to make money, the perpetrators have shamelessly looted all natural resources, broken every law and unleashed misery upon misery on villagers.

 

Farmer suicides keep mounting, but the funds keep getting diverted to shameless colluders. There is a direct link between the Irrigation scam and farmer suicides as well as drought and misery . This needs to be exposed. The responsibility of these suicides, the destruction of countless families lies at the door of the irrigation ministers, the irrigation officials and the contractors.

1.  In order that the inquiry be carried out without hindrance, we demand the immediate resignation of Irrigation Minister Sunil Tatkare. It is clear that the department officials will toe the minster’s line and thwart any inquiry that will implicate him. Hence we also demand that the Chief Engineers of the 5 irrigation divisions Konkan, Vidarbha, Marathwada, Krishna Valley and Godavari be suspended for the inquiry. All the documents should be sealed asap. We have faced immense difficulty in procuring documents - KIDC has ignored RTI Act completely. In their attempts to hide the data they have even refused to abide by State Information Commissioner’s order. It is critical that all the data be secured to facilitate the investigation.
2. Since many months the whistleblowers have been facing a lot of difficulties - discredit, defamation, threats to their property and even their lives. We demand that the whistle blowers be protected and strong action be taken against attempts to harm them.
3.  The moment the government releases the white paper on irrigation, IAC will release a black paper. We warn the irrigation department that if they attempt to obfuscate the data, as they did in their letter to the Governor, our Black Paper will expose the truth any way. The white paper should clearly put forth all the facts.

 

These are demands being made to the Maharashtra Government and we expect a timely response. Arvind said that this resignation was a test of Prithviraj Chavan’s integrity and expressed hope that that the CM would accept the decision in the interest of the state.
