The Communist Party of India, deeply mourns the death of more than 40 workers, in a fire accident that occured in a cracker factory near Sivakasi town in Tamil Nadu and sends its deeply felt condolences to the bereaved families of the victims.

Accidents in Cracker manufacturing factories have occured several times in the last 20 years taking the total numbers of victims beyond 200 and it is sad to not that most of them involved were young boys and girls who went to work to eke out their livelihood. In one such accident three months ago in the same area, 9 young workers were burnt to death.

CPI expresses its deep concern at the inhuman attitude adopted by the concerned authorities for having failed to take appropriate steps to ensure safety measures in such factories and hence urges upon to the state and central government to take note of the failure of their machinery in taking steps to prevent such accidents, despite the prohibition of child labour in this hazardous industry. The law enforcement has failed to take out children from this hazardous occupation and children have been losing their childhood and dying in these accidents.

The CPI appeals to the Tamil Nadu government to rush all needed medical aids to the workers who have sustained burn injuries and are fighting for their survival.

The CPI demands speedy, appropriate steps to ensure the safety of the workers in their work place and assure the nation that preventive steps will be taken to avoid recurrence of these type of ghastly accidents and also appeal to the government to liberally help for the rehabilitation of the injured workers. Adequate compensation be paid to the victims families.

  • Madhya Pradesh’s renewed thrust to renewable energy.State unveils Solar, Wind and Biomass power policies
New Delhi, September 10, 2012: Madhya Pradesh Government today unlocked its renewable power potential—in solar, wind, biomass and small hydel power projects.

Honurable Chief Minister of Madhya Pradesh Shri Shivraj Singh Chauhan highlighted state’s efforts in promoting the Solar Energy, Wind Energy, Biomass Energy and power from small hydel through various policy initiatives, at a road show held here today. The road show is a precursor to a Madhya Pradesh Government’s Investor’s Summit to be held next month at Indore.

Government of Madhya Pradesh also inaugurated a website: www.mpnred.com exclusively for renewable energy in the state. The website provides details of policy, investor guidelines and also provides an interactive system to address the concerns and questions of investors in the State. The New and Renewable Energy Department aims to facilitate the sustainable generation of green and quality power for the people of the state through new and renewable sources and to conserve the environment by promoting the energy Efficiency and Conservation measures, devices in the state.

Today Renewable Energy is increasingly becoming an integral part of energy security initiative in the state. All the four renewable energy policies of the Government of Madhya Pradesh have been formulated in such a way that the present statutory status of power generation and distribution as well as regulatory frame work has been given due consideration.
The unique feature of the renewable energy strategy of Madhya Pradesh government is reflected in ensuring that, the farmers and tribal people in the state are not negatively impacted. Neither the land nor environment is disturbed, when a projects is sanctioned by the government.

Each of the renewable power sector guidelines reflects the commitment of Honurable Chief Minister to ensure sustainable development remains paramount and people do not face any difficulty. The huge tracts of non-agrarian land makes Madhya Pradesh a perfect place for setting up renewable energy projects.

The State Government expects to add more than 2600 MW from renewable energy sources by June 2014. With the impetus given by the State government for renewable energy, the share of renewable in total power generation in the state is expected to go up from present 5.31 per cent to around 17 per cent, with Wind energy adding 1200-1400 MW, Solar energy generating 800-1000 MW, Bio mass adding 350 MW and Mini hydel contributing about 400 MW by June 2014.
    Solar Power Policy

The state of Madhya Pradesh is endowed with high solar radiation, estimated to be for around 300 days with clear sun. The state offers good sites having potential of more than 5.8 to 6.2 kWh/ sq.m/per day for installation of Solar based power projects. Madhya Pradesh has embarked upon a solar power Policy that offers large tracts of land, which is non-agrarian land and which is also not-suitable for industry, but is perfect for solar power, due to lower quantity of dust on the surface of land.

Considering the huge untapped potential of solar energy in Government of Madhya Pradesh, the State Government has revised the policy and has unveiled an Investor/Developer friendly policy. This policy includes all aspect of necessities of solar power sector.

The government will set up five Solar Parks of more than 100 megawatt each. These, over the next two years would generate 800-1000 MW solar power in the state. This would be over and above the existing 200 MW already set up in the state and another 130 MW single track Solar power project at Neemuch by Welspun Energy Ltd.

All Solar energy based power project Developers (Solar PV/Solar thermal) and manufacturing units of equipments, ancillaries related to Solar Power projects shall be eligible for benefits under the Policy.

    Wind Energy

To attract investors in the wind energy sector in the state, the Government of Madhya Pradesh today showcased its “Wind Power Project Policy of Madhya Pradesh 2012.” This policy aims to enhance the installed capacity of 300 megawatt wind power energy in the state, which is estimated to have 5500 megawatt of wind power potential in the state. Already 1200 MW of wind power projects are at various stages of implementation. The State Government also ensured that while making the tribal lands available for setting up wind power projects, the right to cultivate land and undertake agriculture practices by the tribals on the same land is not disturbed. Tribals will also get full value for the land.

    Biomass Power Policy.

The huge 18 per cent agriculture growth witnessed in Madhya Pradesh, in 2011-12 has ensured huge availability of biomass. 'Biomass Resource Atlas of India" projects the gross potential for energy generation from agricultural sources at 1386.2 MW in the state of Madhya Pradesh. The Government of Madhya Pradesh has notified Biomass power policy for speedy implementation of projects in state. The policy promotes captive Biomass production for which government waste land can be made available to the developers.

    Mini Hydel

Traditionally, Madhya Pradesh has promoted and supported small hydel power projects. About 60-70 such projects generate more than 335 MW of hydel power.

    Madhya Pradesh renewable energy potential.

    Source Potential (MW)
    Wind 2000
    Biomass 1242
    Small Hydro 740
