Boundary making is not simply a drawing of lines on a map. It is a political act with strategic implications that are bilateral, regional and perhaps even global. An agreed boundary per se does not offer a state complete security nor immunity from external influence.
Boundary making involves three distinct stages. First, there must be a political agreement among decision makers on its general alignment. Secondly, this is then translated on to a map [delineation]. Thirdly, from a map it is then demarcated on the ground. Sino-Indian boundary negotiations so far have not even achieved the first stage. The question that therefore arises is what is holding up the general political consensus? The session will focus on the challenges that India and China are facing at the negotiations of the boundary settlement. | ||||||||||||||||||||||||
