CBI RAIDS RESIDENCES PC,SON KARTI AND LALLU
Posted on May 16, 2017
Central Bureau of Investigation carried out searches at several places linked to former Union minister P Chidambaram and his son Karti over alleged favours granted in foreign investment clearance to a firm, INX Media, in 2007.
Official sources said the searches are spread across Mumbai, Delhi, Chennai, and Gurugram.
The raids are taking place at the Nungambakkam residence of P Chidambaram in Chennai, a senior police official said in Chennai.
The agency has on Monday registered a case regarding alleged irregularities in granting the Foreign Investment Promotion Board clearance to INX Media, run by its directors Indrani Mukerjea and Peter Mukerjea, in 2007 when P Chidambaram was the finance minister.
The agency has registered the case against INX Media through its director Indrani Mukerjea, Peter Mukerjea, Karti Chidambaram; Chess Management Services (a company of Karti), and Advantage Strategic Consulting Limited through its director Padma Vishwanathan. CBI today conducted raids at 12 places in Chennai including the residence of former Union minister P Chidambaram and his son Karti Chidambaram.
CBI is also conducting searches at locations in Mumbai, Delhi and Gurugram. The raids are being carried out in connection with clearances given to INX Media and criminal misconduct in grant of Foreign Investment Promotion Board -FIPB approval.
On 17th April, the Enforcement Directorate (ED) had issued a show-cause notice to Karti Chidambaram and a firm purportedly linked to him for alleged violations of the FEMA laws to the tune of 45 crore rupees.
The agency also issued a similar notice, after over two years of investigations, to another firm M/s Vasan Health Care Private Limited, which is based in Chennai, for alleged forex violations of 2,262 crore rupees.
Next raid of Income Tax department and surveys at 22 locations in Delhi and Gurgaon on charges of benami land deals worth Rs 1,000 crore involving RJD chief Lalu Prasad. PTI quoting officials said the department began raiding the premises of some prominent businessmen and real estate agents in Delhi, Gurgaon, Rewari and few others since early morning.
The searches are also being conducted at the premises of the son of RJD MP P C Gupta and few other businessmen. It said, While raids are being conducted at a dozen locations, ten other official premises are being surveyed by the I-T department.
The BJP had last week accused Prasad, his MP-daughter Misa Bharti and his two sons, both Bihar government ministers, of being involved in corrupt land deals worth over Rs 1,000 crore, and asked the central government to probe one such transaction in Delhi.
Union minister Ravi Shankar Prasad had alleged that these transactions were a case of quid pro quo as they date back to the period when Lalu Prasad was the railway minister, and dared Bihar Chief Minister Nitish Kumar to take action against him.
All the companies owned by Lalu Prasad’s family members for the purpose of these land transactions had no employees, no business activities and no turnover, Ravi Shankar Prasad had claimed.

The Future We Need: Natural Resources as a Shared Inheritance
Wednesday, 17 May 2017, 3:00 – 4:30 p.m.
Rahul Basu
Conference Hall, Centre for Policy Research

Natural resources include our environment, minerals, and land. From an economic standpoint, land and minerals are the most valuable. Wealth attracts thieves, adventurers, rent seekers and crony capitalists. It is not surprising that mining encourages corruption, as private parties attempt to capture most of the value through “legal” but fundamentally illegitimate contracts. This in turn drives environment and human rights violations, which give rise to conflict. Iron ore mining in Goa has become a contentious issue between government and civil society. In his talk, Rahul will speak about the work of the Goa Foundation, an environmental NGO, in raising awareness about mining as Goa’s largest environmental issue for over twenty five years. He will describe the Supreme Court’s decision in the Goa Mining case, where the Court was concerned with the rapid depletion of iron ore, and wanted a practical method of implementing the principle of “intergenerational equity”, earlier ruled by the Court to be a part of the “Right to Life”. Goa Foundation uses the “public trust” doctrine and the “intergenerational equity” principle to propose an ethical, fair and just resolution to the issue in the form of the “fair mining” proposal. This proposal has support from the Constitution, our traditions and customs, economics and global best practices. Rahul will explain how the “fair mining” proposal reduces poverty, slows growing inequality, reduces corruption and crony capitalism, improves governance and even creates a palatable ‘Universal Basic Income’. As a result of a recommendation from the Goa Foundation, the Supreme Court has ordered the creation of the Goa Iron Ore Permanent Fund. This is intended to be a savings fund akin to the oil funds of Norway and Alaska. The Supreme Court has also ruled the last five years of iron ore mining in Goa to be illegal. While giving rise to enormous claims on the miners (as illegal mining is equivalent to theft of public property), it also gave the Goa government a clean slate. It had full freedom to redesign its mining sector. The Goenchi Mati Movement issued a manifesto for the Goa State Assembly elections showing how these principles could be put into practice. The manifesto was supported by the mining affected, mining dependent, and even a miner. It has also been supported by four political parties including AAP, as well as the Archbishop of Goa, the Shadow Chancellor of the UK, and a broad spectrum of civil society.
Rahul Basu is presently a member of a number of initiatives, including the Goa Foundation, the Goenchi Mati Movement and The Future We Need. He is on the executive committee of Mines, Minerals and People and the interim executive committee of the India Network for Basic Income. His relevant interests and experiences include finance and accounting (Rahul has studied economics and management, worked in ICICI and has been a CFO); public policy; corruption andgovernance; cognitive sciences including behavioural economics and persuasion theory; and quality improvement and designing win-win solutions (Rahul has structured and completed a variety of project finance transactions as well as mergers, acquisitions and investments.) He has published three papers in EPW on this issue and is a member of INSEE (Indian Society for Ecological Economics) and EAERE (European Association of Environmental and Resource Economists).
Rahul is also the founder and CEO of Ajadé, a consulting firm for start-ups and small companies and a member of the Indian Angel Network. He is a member of Kokum Design, a design non-profit. As education is his primary interest, he advises an ongoing project to redesign Goa’s anganwadis to first world quality. He is a participant in a variety of other social initiatives and causes, largely based out of Goa.

PARLIAMENT COMMITTEE CHIEF WRITES TO CENTRE ON GM MUSTARD

NEW DELHI: Surprised over go ahead given to GM Mustard by an environment ministry committee, Renuka Chowdhury, heading a parliamentary standing committee, has asked the Centre to hold final nod to the first GM food crop in the country as the committee is already reviewing environmental impacts of transgenic crops.
Congress leader Chowdhury, who heads Parliamentary Standing Committee on Science and Technology, Environment and Forests, has written a letter to Environment Minister Anil Madhav Dave saying the parliamentary committee is still looking into impact of transgenic crops. Dave has to accord final nod for commercialisation of GM Mustard.
The Genetic Engineering Approval Committee (GEAC) of environment ministry Thursday recommended commercialisation of the mustard hybrid, DMH-11 was developed by Delhi University former Vice Chancellor Deepak Pental led Centre for Genetic Manipulation and Crop Plants (CGMCP).
“I was surprised hearing that it has been approved by the committee. I have written to environment minister to hold the final decision as the parliamentary standing committee is still looking into it and people are giving their statements,” Chowdhury told the Express.
The standing committee in October 2016 decided to look into the safety issues related to GM crops.
The commercial release of GM Mustard has been objected by several civil society groups, farmers organization, including Swadeshi Jagran Manch (SJM), an arm of the Rashtriya Swayamsevak Sangh (RSS). Bt cotton, a non food crop, is the only transgenic crop cultivated in the country.
The application was submitted to GEAC in 2015 and a sub-committee was constituted in February 2016 to look into safety issues concerning transgenic mustard. The committee’s report was put in public domain for suggestions.
In 2010, a moratorium was put on commercial release of Bt Brinjal by the then environment minister Jairam Ramesh following several concerns raised by farmers, scientists and civil society groups.

Negotiating authoritarianism and its limits: Worker-led collective bargaining in the Pearl River Delta

Contrary to some scholars’ assertions, worker-led autonomous collective bargaining has become a practical reality in the Chinese authoritarian regime, especially as seen in the Pearl River Delta between 2011 and 2015. Analysing the practices and strategies of negotiation, this presentation will show how this is possible in a regime that neither allows independent trade unions nor the right to strike. Highlighting that some labour NGOs have become a catalyst for workers’ collective action, Dr Froissart will analyse how workers manage to change the power balance with employers, official unions and local authorities and alter the latter’s response to labour conflicts. This presentation will thus stress social actor’s ability to carve out a space for negotiating authoritarianism, despite obvious limits and tightening political constraints. However, the prospects for institutionalizing collective bargaining remain bleak. Trade unions’ and local authorities’ refusal to strike a durable alliance with workers and labour NGOs condemns it to remain, for now, an ad hoc and localized mode of conflict resolution.
Dr Chloé Froissart is currently the Director of Tsinghua University Sino-French Centre in Social Sciences in Beijing, Senior Researcher in political sociology and political science at the French Centre for Research on Contemporary China (CEFC) in Hong Kong, and Associate Professor at the University of Rennes 2 (France). She has studied extensively the changes in public policies regarding migrant workers’ urban integration in Chengdu in the 2000s and has followed the unfolding of the worker movement in the Pearl River Delta since 2004.
