STATE LEVEL MEDIA WORKSHOP ON MEASLES RUBELLA VACCINATION CAMPAIGN

Shimla, 19 August, 2017 – The Government of Himachal Pradesh in association with the Ministry of Health and Family Welfare, UNICEF, WHO and partners held a state level Media workshop with journalists on the Measles Rubella vaccination campaign today. The participants at the discourse included senior representatives from the Ministry of Health and Family Welfare, Government of India, representatives from the Government of Himachal Pradesh, officials from World Health Organisation (WHO), Immunization Technical Support Unit (ITSU – MoHFW), Lions Club, and representatives of leading state level media from the Himachal Pradesh..
The deliberations focused on the introduction of critical new vaccines under the Universal Immunization Programme 2017-18.  The forthcoming launch of the second phase of the measles-rubella campaign was discussed. The introduction of this new vaccine in the Universal Immunization Programme aims to reduce childhood mortality and protect children from the highly preventable major killer disease-measles. The first-time introduction of the rubella vaccine, in a combination MR shot, protects against irreversible and devastating birth defects.  The MR campaign targets around 41 crore children, making it one of the largest ever immunization campaign of its kind. In Himachal Pradesh approximately 20 lac children will be covered during upcoming MR campaign.
Mission Director Mr Pankaj Rai welcomed participants and gave insight into preparations of State and coordination among Health, Education, WCD and Panchayati Raj, and many other departments to ensure 100% success for MR campaign. This will boost the immunity of child and protect the entire community by eliminating transmission of measles and rubella.
Opening the meeting, Dr. Pradeep Haldar, Deputy Commissioner, Ministry of Health and Family Welfare said, “Immunization is one of the most effective and cost-effective ways to protect children’s lives and futures. Through full immunization coverage, we can make sure that the benefits of life-saving vaccines reach every child. The recently introduced measles-rubella vaccine, which will be provided for free in schools, during the campaign, in health facilities and at outreach session sites, is another such step to achieving our goals.”
The first phase of the MR campaign was conducted from February 2017 in Tamil Nadu, Karnataka, Goa, Puducherry and Lakshadweep and ~3.3 crore children were vaccinated. The second phase of the Measles Rubella Campaign will involve 8 state, out of which the campaign has already started in 5 states. The campaign is targeting 3.4 crore children from 9 months to 15 years of children in states of Andhra Pradesh, Telangana, Himachal Pradesh, Chandigarh, Kerala, Uttrakhand, Daman & Diu, Dadar & Nagar Haveli.
On the occasion, Dr. Srinivasan, Sub Regional Team Leader, WHO, said, “World Health Organization congratulates India for launching one of the world’s largest vaccination campaign against measles and rubella, a major childhood killer disease, and congenital rubella syndrome (CRS), responsible for irreversible birth defects.India has already beaten smallpox, polio, maternal and neonatal tetanus. Further gains in the battle against measles will help achieve a number of other public health priorities.
State Immunization Officer, Himachal Pradesh Dr Mangla Sood informed that 2760 teams will vaccinate 18.6 Lac children in 23780 sessions all over state.
UNICEF in association with civil society organizations, partners and academia have been engaging with media as a critical stakeholder in efforts to create trust in vaccines and address myths around immunization to ensure every child in the country gets a fair start.
Addressing the gathering, Sonia Sarkar, Communication Officer(Media), UNICEF India highlighted, “Media has been our long-standing partners in the fight against polio. We now seek your support to ensure that children, no matter where they live, are immunized. Vaccination not only saves children’s lives and ensure healthy and productive future, but is also one of the most cost-effective public health intervention.”
On this occasion Director of Health Services Dr Baldev appreciated media for their in depth coverage on all health programs and including introduction of new  vaccines Rota virus, PCV, IPV, and Pentavalent vaccines in recent years. He reiterated that the measles rubella campaign is the biggest ever held in the State and will be covering a large population of children. He requested for continued support of the media  for this critical campaign for saving lives of children.

Note to the Editors:
Immunization is one of the most cost-effective public health interventions that currently avert an estimated 2 to 3 million deaths every year globally. India has one of the largest immunization programs in the world, in terms of number of beneficiaries, geographical coverage and quantities of vaccine used, with nearly 26 million new born babies targeted for immunization each year. Over 9 million immunization sessions are held every year across the country.
However, despite this extensive coverage, only 65 per cent of the children in India received all vaccines during the first year of their life. To tackle the issue, the Government of India has launched Mission Indradhanush, a focused RI campaign, in pre-identified districts (http://www.missionindradhanush.in/) from across the country which account for majority of all unvaccinated or partially vaccinated children.
The measles-rubella campaign marks the introduction of the rubella vaccine in India’s childhood immunization programme for the first time. Rubella, which is commonly referred to as German measles is a mild infection, but can have serious consequences if it occurs in pregnant women. India’s newest MR vaccine also protects against measles, a major killer of small children. Highly contagious, it spreads through coughing and g 134,200 measles deaths globally in 2015, around 49,200 occurred in India – nearly 36 per cent. Those who survive are more vulnerable to its complications such as diarrhea and pneumonia.

NATIONAL CONSULTATION ON “SAMVAAD: DISCUSSING CHANGING REALITIES”.

Greetings!
On behalf of the Governing Board of VANI, I am pleased to invite you for the National Consultation on Samvaad: Discussing Changing Realities”. The National Consultation will be organized on September 05 and 06, 2017 at Vishwa Yuvak Kendra, Chanakyapuri, New Delhi.  The National Consultation will be followed by Annual General Meeting of VANI on the second half of September 06, 2017.

The year 2016-17 has seen the voluntary sector witness innumerable challenges that are set to transform the dynamics of the sector. On the one hand we have a regulatory regime that is squeezing and redefining the space of voluntary organizations and on the other hand is the question of  future sustainability. These two aspects are working together in changing the reality of the sector and will define a new future for voluntary organizations.  It is critical for the sector to come together and discuss the recent changes happening in the regulatory environment as well as arrive at tangible solutions for future sustenance.

The regulatory regime that consists of FCRA, Registration Law and Income Tax still continues to be restrictive and outdated, however it was due to VANI’s tireless advocacy efforts that the Government of India has taken cognizance of the need to reform the legal mechanisms for voluntary organizations. The Hon’ble Supreme Court of India has asked the Government of India to publish new procedures for governing voluntary organizations and with its due date approaching the voluntary sector may finally see a reformed governance mechanism. On March 11, 2017, VANI organised an interface between Voluntary Sector and the committee formed by Government of India, under Ministry of Rural Development to draft the ‘Model Guidelines and Procedures for Voluntary Organizations’.
The stringency of regulatory laws has obstructed the operations carried out by Voluntary Organizations at the grassroots. The absolute absence of redressal channels has added to the burden of those organizations residing outside New Delhi. This issue is one of the main examples of a diminishing enabling environment of the organizations at the ground. It is vital that voluntary organizations at the grass roots maintain their civic and operational space and as the ‘voice’ of their constituencies. However through the Income Tax and FCRA, many organizations are harassed by line level officers and have limited chance of putting forward their case for seeking justice. Added to this is lack of information in filing FCRA among organizations that do not have access to digital technology. For example when the online system of FCRA was announced, many organizations were still filing their renewals and returns through courier, irrespective that an order had been issued informing that hardcopies will not be accepted. This lack of information as well as lack of technical knowledge resulted in many organizations losing their FCRA license.  Last year we had witnessed how Voluntary Organizations, were being brought under the category of Lokpal and Lokayuktas Act. However due to VANI’s timely intervention and advocacy, the date for filing returns was postponed and finally the specific clause has been deferred for the time being. Similarly this year the new Goods & Services Tax implemented, while no such provisions directly affect the sector there are certain services which will be applicable to voluntary organizations. VANI is currently organizing numerous dialogues and trying to advocate the Finance Ministry to provide clarity on application of GST on voluntary organizations.
The relationships are also being re-defined. The traditional donors are being replaced by new donors like private sector, individual donors, etc. The relationship with government is also being changed  as partnerships is being replaced by a model of sub-contractorship. Even the media is changing and social media has become a new tool for communication. The need for re-strategising the sector as well as individual organisations is being felt by leaders, activists and opinion makers. VANI has been organising dialogues among leaders at regional and national level. Through this national convention, we want a broaden this discussion. The questions repeatedly being asked by voluntary organizations are- what should we do? What should we stop doing? What we can do for the sector? How should we keep the mission and vision of our organisation alive in such fast changing realities?  What model should we have to showcase our achievements, mechanisms of transparency and accountability? How can we communicate our challenges to the government, policy makers and general public?
This year’s national convention is weaved around above mentioned challenges of the sector. We also consider this event as the opportunity for collectivization of the sector. As many leaders of the sector have observed that we are divided in our strategy and now it is time to break the boundaries and speak one voice. We request you to share this invite with your friends, members and colleagues.
We look forward to having your participation in these very important deliberations. VANI will provide three tier AC travel reimbursement (to and fro and shortest route) and provide accommodation for three nights. Kindly confirm your participation at your earliest as it will be done on first come first serve basis and preference will be given to VANI members and partners.

Please confirm your participation to info@vaniindia.org, Mr. Arjun Phillips: arjun@vaniindia.org and Mr. Syed Abdul Rafey: rafey@vaniindia.org and . Please send us the duly filled registration form attached below  before 25th August 2017 in order to make your logistics comfortable
