Government Of India Launches Aadhaar-based Direct Benefit Transfer of


Khandwa, MP 1st June, 2013: The Aadhaar-based Direct Benefit Transfer
of LPG Subsidy (DBTL) scheme for LPG Consumers was launched today at
Khandwa, Madhya Pradesh, in a function held at Gaurikunj Auditorium,
Civil Lines, Khandwa. Mr.Arun Yadav, MP, and Mr.Neeraj Dubey, District
Collector, were the dignitaries present for the launch. Senior Oil
company officials from IndianOil, Bharat petroleum and Hindustan
petroleum were also present. The scheme will benefit more than 72307
consumers in Khandwa and over 73 lakh customers across 18 districts,
covering 8 states and 2 union territories across the country. The
scheme would provide subsidy to LPG consumers directly in their bank
accounts using the Aadhaar platform.

Under the scheme, advance subsidy would be transferred to the bank
account of the LPG consumers of the Public Sector Oil Marketing
Companies (IndianOil/HPCL/BPCL), who have completed the formalities of
seeding their Aadhaar numbers with their LPG Distributor as well as
with their respective banks. With the scheme launch, subsidy amount
would be   transferred to LPG consumers to their bank account once
they book for refill, enabling them to buy the cylinders at the market
rate. This is a landmark in the evolution of direct benefit transfer
program by using an array of technologies. It is perhaps a
first-of-its-kind in the world, considering the scale and diversity of
beneficiaries.

The DBTL scheme will eliminate all ghost LPG connections and diversion
of cylinders, and ensure that the benefit is transferred to the
intended beneficiary thereby curbing leakage in the subsidy delivery
system. By participating in this scheme the LPG consumers directly
partake in nation building as government can plough back resources,
saved through this scheme, into other social sector programmes.

All the LPG consumers attached to the PSU Oil Marketing Companies LPG
distributors, in the 18 districts where the scheme has been initially
launched, will need to get an Aadhaar number, link their Aadhaar
number with their bank account as well as their  LPG consumer number.
For the benefit of LPG consumers, the Oil Marketing Companies
(IndianOil / HPCL / BPCL) have provided the facility to check whether
their Aadhaar number has been linked to their LPG consumer number and
bank account on the respective websites (Transparency Portals) of the
Oil Marketing Companies.
LPG consumers in the 18 districts, who have not completed the
formalities till date, will get a grace period of three months i.e.
from 1.6.2013 to 31.8.2013 to complete the above mandatory
formalities.  Within this grace period, if the LPG consumers does not
complete the formalities, the consumers will get the LPG cylinders at
the market price without any subsidy till such time that the
formalities are duly completed.
The scheme, currently launched in 18 districts, would subsequently be
rolled out, in a phased manner, in the rest of the country.
