There are two Critical Sectors, Housing and Agriculture which deserved
MAX PRIORITY and REFORMS but maiden budget of Fully Empowered BJP
Government in history, had FUMBLED in both. Agriculture impacts
directly or indirectly 99% and Housing 100%.
In Developed Countries Healthy ‘Housing Sector’ contributes to 40% or
more to GDP – Housing also drives growth in Appliances, Cars,
Furnishings, Employment, etc but this is most NEGLECTED sector mainly
centered around big cities.
Real Estate sector gets highest priority in USA – Getting Long Term
Bank Credit is EASY, Residential Projects are ready in six months and
fully occupied in 12 months, Buying Selling and Renting is EFFORTLESS,
Registered Agents (Not Property Dealers) execute the transactions
SECURELY. In fact so easy that good percent AMERICANS buy Old Houses
and Rebuild it or Renovate it and earn more than regular job.
Americans Move With JOBS. A Person May Buy, Rent & Sell Homes 5-6
times in lifetime and each time GOVERNMENTS earn taxes. Renting
properties is SIDE income. Here market is virtually stagnant.

just one house DISCOURAGING BUYING & SELLING introduced in BUDGET-2014
is ACTUALLY STALLING HOUSING SECTOR. [ANNEXURE – I]
It is almost IMPOSSIBLE for property owners who have fixed income to
get Housing Loan and difficult Repay Loans as well.
THIS IS UNCONSTITUTIONAL that Dhiru Ambani could transfer his Wealth
to his Children without CAPITAL GAINS tax – BUT HOUSE OWNER CAN’T
TRANSFER HOUSING PROPERTY to next generation that may require buying
of 2-5 houses. >>
OLD HOME to NEWLY BUILT 2-5 FLATS/HOUSES
>> It is Good Housing Policy When A Two Three Generation Family Living in OLD HOUSE Move in to NEWLY BUILT SAFE ECONOMICAL DURABLE 2-5 Flats or Homes.

Qualified and Professional Registered builders can execute HOUSING
projects SPEEDILY, ECONOMICALLY and Ensure SAFE and SOUND BUILDINGS.
IT WAS THEREFORE DESIRABLE TO EASY BUYING AND SELLING OF PROPERTY.
BUT BUDGET 2014 HAD MADE IT DIFFICULT.

Corporate Big builders Execute a Housing Project in 5-8 years when
in USA a Housing Complex is ready in SIX MONTHS. Corporate own many
thousand acres of LAND BANKS to be built over 100 years funded by Bank
Loans.
Next in line are SMALL BUILDERS who have minimum qualification but
are manipulated by PROPERTY DEALERS.
>> INDIA SHOULD PROMOTE A HOUSING POLICY WHERE BUYING, RENTING & SELLING PROPERTIES IS EFFORTLESS, CONSUMER COURTS ENFORCING RENTAL AGREEMENT.
5. HOUSE TAX – MCD MOST CORRUPT: It is SCANDALOUS a 49 Year Old
Property ordinary construction built at Rs.20,000 only with limited
covered area and even less usable area Compared With Property Costing
Rs.15 Crore with Dozens of AC, Lift, Designer Kitchen, Imported German
Bath Room, 50 KVA Generator, 100 KW Connection attract 20% more House
Tax than an old rented house.
5. Budget 2014 Ought to Have Ensured House Tax Based on REAL COST &
LUXURY than MOST CORRUPTED MCD HOUSE TAX. [ANNEXURE – III]
