Contempt of High Court in BRT Case

Respected Sir,
1.     I am horrified that Delhi Government had ‘Stupidly Opposed BRT Orders of the High Court to End Torture of South Delhi Residents’ by Acting Chief Justice A K Sikri One Of The Best High Court Judges in India – Honest, Efficient and Competent who writes ‘Perfect Judgments’. Walter Hook – the designer of Delhi BRT admitted 2008 in itself to speed reduction of Buses at 12 kmph when speed on most BRTs worldwide exceeds 18kmph to 30 kmph. DMRC speed is 30kmph, Fast Mumbai Local 60 kmph.
 
Ø      CRRI didn’t report BRT Corridor had 6-8 Lane Road but after widening had space for 10 Lanes – instead of Increasing speed to over 30kmph was reduced under 10kmph in peak hours at many spots. But BLUNDER of CRRI is that ‘BRT Section for Motor Vehicles’ is same all through, ITO or Pushpa Vihar thought ITO serve THREE TIMES MORE TRAFFIC. HENCE BRT SHALL BE TOTAL DISASTER IN REST OF THE SECTION NOT YET OPEN.
 
2.     India is a Weird Democracy – When 30 millions get Dog Bites in A Year and 1180 millions don’t it is ‘Success of Democracy & Justifies Policies To Keep 30 Million Stray Dogs In Residential Zones.’ I had talked to Mayor Mrs Arti Mehra and Minister Mrs. Kiran Walia when they came to seek our votes.
 
Ø      Though all ‘Unsound Projects Are Said to Be Democratic’ but There are No Public Consultations. Delhi Government didn’t involve ‘Specialists or Experts’ in all High Cost projects when National Capital Delhi ought invite ‘Innovative Solutions’ then let few Corrupt & Unqualified to manage Public Services – Power, Water, Sewage, Transport, IT, Retail, Telecom, Sports, Education and Environment. I have been campaigning for 30years.
 
3. Likewise Delhi Government justifies Harassment & Torture in the name of Democracy to 98% road users over 90,000 private vehicles because 2% Bus Trips serve around 75,000 Passengers when actually both Bus Passengers and Private Vehicles suffer from Worst BRT Transport System in the World in Implementation. Many more Private vehicles Switch To Alternate Routes when DTC actually operates only two routes 419 and 423 on entire Ambedkar Nagar to Delhi Gate BRT Route or 19 Trips per hourthis is one trip in over three minute – less than 1000 passengers per hour or One Delhi Metro Train Trip.
 
4. CRRI in its report had blundered - 90% of the buses on BRT route are not BRT Buses in real sense using BRT section for say 1-5 kilometer or 5% to 20% of their route length.
 
5. CRRI in its Final Report July16, 2012 on [page 169] had Reported ‘Time Savings By Experimental Trial Run’ – Auto Shall save 14 minutes, Buses 1 minute, Bus Passengers 6.2 minutes, Cars 15.8 minutes, Taxis 14.4 minutes and Two Wheelers 12.8 minutes OVER Moolchand Hospital to Ambedkar Nagar 5.8 Kilometer.
 
6. Important This means Time Savings Over Entire Delhi Gate to Ambedkar Nagar BRT Corridor shall be 40 minutes, Buses 3 minutes, Cars 45 minutes, Taxis 41 minutes, Two Wheeler 35 minute. [Experimental Trial Run didn’t remove Two Lane wide Bus Stops in the middle. Speed shall improve markedly during peak hours when the Bus Stops are removed.]
 
7. I got involved in BRT issue when Aaj Tak asked me to assist them. Just a 30 minute ride around BRT corridor was enough to Pin Point ‘Defects in The BRT Corridor Design & Planning – Aaj Tak report well in advance of the Inauguration was followed by other channels for a long time April2008.’ We have also predicted ‘Rise in Accident Rates – accident rate on BRT is atleast 5 times Delhi average due Substandard Road width.’
 
8. In November2008 – At a Public Hearing at Gandhi Peace Foundation Building , Deen Dyal Upadhyay Marg, Dr. Walter Hook – Chief Architect of BRT totally agreed with my observations – Secretary Transport was the Chief Guest at the event and it was Video Graphed also. However nothing changed and now even Honorable High Court order is being defied.

10. DEMOCRATIC USE OF ROADS
 
Ø      DIMTS in the following admits just 2000 buses cross Critical Chirac Delhi Junction – this is barely 1-3 buses per minute – justifies Slowing Down of 90,000 Private Vehicles. (Important – actually Private Vehicle owners are suffering since 2006 when BRT corridor construction began road blocks were put up and majority shifted to alternate routes that avoid BRT route thus much larger area or Zone is affected between Okhla Industrial Area and IIT.)
 
Ø      But Most Horrible DIMTS admits just four routes [419, 423, 521 & 522] operate on partially operated section of 5 kilometers.
 
DIMTS MISCHIEFLY DIDN’T TELL THAT
521 & 522 Turn To Ring Road at Moolchand Crossing Mean
Just 419 and 423 Operate Entire BRT Corridor Up Delhi Gate.
 
Most Stupid – DIMTS Presentation
 
  • Number of bus trips has increased on the corridor and on an
average more than 2,000 buses cross the Chirag Delhi Junction.
 
– Buses account for approx 2.0-2.5% of total vehicles, but carry
around 55-60% of the total commuters, thus using road space
more democratically.
 
  • DTC Bus trips constituted 12.5% of total number of bus trips on
February 28, 2008, which has increased to 37.7% of total number of
bus trips on May 07, 2008.
 
–DTC uses only new low-floor green buses on the four routes, i.e.
419, 423, 521 & 522, which use the complete stretch of the corridor.
 
11. DELHI BRT FARES COMPARED TO CHINA
 
BRT Fare in China is HIGHLY SUBSIDISED compared to Exorbitant Fares of Delhi BRT.
 
All China BRT buses are air-conditioned, First Class and offer Safe Superior Service at twice the Speed of Delhi BRT.
 
China BRT Normal Fare Rs.8, Rs.5 for Regular Users,
Rs.2.5 for Students and Rs.1.50 for Senior Citizens.
+ Free Transfer To Main Line & Feeders (Page 70)
 
Substandard Indian BRT Rs.10-40 ( Delhi Gate),
Rs.50 All Route Daily Pass
I pay Rs.15 in Red Line for 5Km distance from IHC Lodhi Road .
It is more than Boeing Dreamliner fare per passenger kilometer.
 
CHINA - Mode Shift break up – 57% normal bus only commuters
shifted to BRT or 43% BRT Commuters Were Non Bus Commuters –
Walking, Cycling, Motor Cycles, Cars, Taxis and Chartered Buses.
 
DTC – CRRI didn’t report any Increase in Routes & Services By DTC in since April2008 or Perhaps April2000.

12.  Figures on Page 10 TOI story and following clipping points to Number of DTC Buses has not increased for over 10 years. DTC roll out 5185 Buses every day this year 2012 over 3000 of these are very old ‘Reconditioned Buses’ when in March2007 Delhi had over 52.32 lakh motor vehicles. When number of DTC buses operated including Blue Line for ten years. In 2001-02 DTC operated 6209 DTC Managed Buses.
 
Ø      Private Vehicles growth from 25.82 lakh to 49.35 lakh on March2007 may have gone up to 75 lakh but number of Auto/Taxis went up from 95K to 1 lakh that may be 1.1 lakh.  
 
Ø      Newly introduced Low Floor High Capacity buses are 15 meter long therefore not operating on Inner Roads – that are also congested now -
 
As of December 2001, DTC has a fleet of 3524 buses. DTC has also engaged 2685 buses of private operators under the Kilometer scheme. = 6209 Buses
 
The statement-1 shows that there has been an exponential growth in the number of vehicles, which increased from 28.48 lac in 1996-97 to 52.32 lakh in 2006-07 at an annual compound growth rate of 6.06%. Decennial growth rate is substantially higher in case of private vehicles (91.13%) as compared to commercial vehicles (8.65%). In the category of private vehicles, Cars & Jeeps have registered a decennial growth rate of 126.49%, which is highest among all the categories of
vehicles followed by two wheelers (i.e. scooter, motorcycle & moped) with 77.82%. In the commercial category of vehicles, Taxies, have registered highest decennial growth rate (73.33%) followed by Buses including Light, Medium & Heavy Passengers vehicle (53.33%).
 
REMEDY: -
 
1.] Bulldoze BRT Corridor Bus Lanes and introduce 10 Lane Highway shall Double Speed of All Motor Vehicles – Introduce synchronized Signaling in line with peak traffic direction.
 
ü      Improve Road Width, Strictly Implement No Parking On Main Roads and introduce Smart Signals.
 
2.] Introduce 10,000 New DTC Buses of 10m to 15m length and operate services through 40-50 ft Roads in Colonies.
 
ü      All 40ft Roads in RWAs to be Open from 7AM to 9PM.
