Yogendra Yadav Misled Language, Rural, Farmer ‘Apartheid’

In trying to appear University Professor, Yogendra Yadav of AAP’s
rural face misapplied ‘Apartheid’ in case of UPSC aptitude test. The
misleading Complex Argument he advanced were for a baseless cause –
success in aptitude test doesn’t guarantee a Civil Service job – can
the students qualify for Engineering, Management, Medical,
Accountancy, and Admission to Arts Courses?
But the tragedy is a 10th pass Arhtiya wearing dirty dhoti is
considered more Credible or Knowledgeable than some retired Class I
officer, Engineer from villages. A retired Brigadier or this inventor
can’t store for FCI or sell wheat or rice directly to FCI. Farmers
can’t sell their produce directly to consumers – but big companies can
sell their produce – including Ice-cream directly to consumers.
Why can’t farmers bring their farm produce directly to cities and sell
their produce in Cold Carts like ice-cream vendors – supply hygienic,
nutritious and cheaper fruits, vegetables and processed foods?
There is Total Neglect of Rural Economy in India when in USA for
example there is separate budget for rural America – for 10% or 30m
population budget is $350b but for 800m Rural India either there is no
budget or budget allocated is not invested.
Even in the richest Indian State with over 40m Rural Population peanut
amount of $12m on Rural Housing was not utilized at all. What is even
more amazing is that $12m was allocated to build 16252 houses which
translates to less than $750 each – Gujarat GDP for the year was
$120,000m. I am not commenting here on quality of construction.
Gujarat State current budget of $20b ought to have been divided
equally $10b for Urban and $10b for Rural in a truly democratic
nation. This is the Fundamental Problem of India.
We expect Foolishly to match people coming from Rural Background to
match Urban brothers in Aptitude, Education and Advanced Skills. 18
month old in cities learn to use IPADS but in villages 18 year old
can’t even afford a basic mobile.
GOI has reservation policy thus 40% or more Civil Servants are already
getting in to Civil Services and many more from poor classes who
appear as General Category.
People with even Highest Aptitude and IQ but Timid and Introverts are
total failure in most cases. TSR Subramniam as Chief Secretary who
appears to be brilliant know all kind was serving like Orderly of
Chief Minister Shri Mulayam Singh Yadav in 1990 – I proposed
Technologies to reduce T&D Losses but he failed to connect.
UPSC should scrap Civil Service selection process and instead hire
‘Professionally Qualified Experts for Joint Secretary Plus Positions
in Government.’

Gandhinagar: Not One New House Built In 2013-14 Against Target of Over 16,000
Despite its tall claims, the state's Panchayat, Rural Hous Rural
Housing and Rural Development Department was not able to build even
one of the 16,252 houses that were to be constructed in 201314 under
its flagship project, Sardar Patel Awas Yojana. The few houses that
were built were constructed with funds granted under the scheme for
the previous year.
The state government had allocated Rs 7313.60 lakh for construction of
16,252 houses in the financial year 2013-14 under the Sardar Patel
Awas Yojana. But the department could not build a single new house
during the entire year. The only work it seems to have done is
completing 2.57% of the housing target set for the previous year.
All this has been revealed by the department's own official internal
audit report on grants used and physical targets achieved till March
2014.
For 2013-14, the state government had brought down the target for the
Sardar Patel Awas Yojana to 16,252 houses, from the 3,71,511 houses
planned in 2012-13. The fund allocated for the scheme was also reduced
from Rs 94,283.70 lakh to Rs 7,313.60 lakh. Yet the department was not
able to build even one house in 2013-14.
The performance in tribal areas too has been quite unimpressive.
Under the Housing Scheme-II for tribal areas, only 64 out of the 3,666
houses planned were built and that too from the spillover of the money
granted for the previous year.
Till March 2014, the department failed to use a single rupee out of
the Rs 1650 lakh allocated from the budget.
Further, the department could not spend a single rupee in 2013-14 out
of the money granted for the Panchayat and Talati-cum-Mantri Housing
Scheme or the Houseless Halpati Housing Scheme. It also could not use
any of the money given as central assistance under Panchayati Raj
Scheme, Panchayat Electronic Voting Machine Scheme etc.
Similarly, not a single project under the much-hyped rurban scheme was
completed though the target was of finishing 84 projects. Jayanti
Kavadiya, minister of state, Panchayat, Rural Housing and Rural
Development (all independent charge) remained unavailable for comment.
