DERC - Corrupted Implementation of SolarPV and LEDs
January06, 2015 (C) Ravinder Singh ravinderinvent@gmail.com
DERC is definitely world’s most corrupted REGULATOR. Here in the Press
Release there is gross Underestimations and Wrong Calculations. It has
not even specified the Wattage of LED Lamps to be distributed – 5W or
15W. Bulk purchase cost wouldn’t be even Rs.30 to Rs.60. DERC is
Always – Helping DISCOMS to Illegal Gains.
Piyush Goyal actually said in Cost of Replacing Street Lights as
Quoted in tenders with LEDs Lighting cost of LEDs is just Rs.120 and
street light LEDs are rated at 30W.
Even if we assume daily savings of 0.25 units per LED – it shall be
91.25 units annual saving per LED and it shall shave off Tariff
charged at Top Slab in bills so there shall be say @Rs.6 per unit –
reduction in electricity bill shall be Rs.550 annually and Rs.1100 per
consumer. For 7m LEDs annual energy saving shall be 640 MU approx and
Rs.495 crores. Since Delhi’s Domestic Consumption is 10 BU approx – it
6.4% of Energy Saving and 10% of Electricity Bills. Replacement of all
Domestic Lamps, CFL, Tubelights in homes would save 10% of Energy and
15% of Electricity Bills.
BUT REAL GAIN IS CUT IN PEAKING LOAD FROM DOMESTIC USE ALONE– 7M LAMPS
ON AVERAGE SAVING 50W IS 350MW LESS PEAK DEMAND AT 6PM to 10PM every
day, which incidentally is 10% or more of average demand.
BUT REAL GAIN SHALL COME WHEN SHOPS, OFFICES, HOTELS, COMMERCIAL
ESTABLISHEMENTS SHALL SWITCH TO LED & SOLAR-PV. They consume power
during daylight hours – SOLAR-PV shall directly Light Up Lighting Load
which is not the case with Domestic Consumers. Minimum of Energy
Storage is required for SolarPV for serving Shops, Offices and
Commercial Establishments.
http://www.derc.gov.in/Regulations/DercGuidelines/Net%20Metering%20Guidelines/Brief%20Note.pdf
Procedure for declaring Distribution Transformer (DT) Level
DT level capacity to be offered for Connecting Renewable Energy System
shall not be less than 20% of the rated capacity of respective DT.
However, the Commission may assess the DT level capacity through an
independent agency – This will protect Consumer’s interest.
Corrupt DERC since Constituted in 1999 on the Payrolls of Private
Operators didn’t come out with a single Consumer Friendly program.
They are helping DISCOMS to Rs.100 per LED Lamp.
SolarPV is Deliberately SABOTAGED by DERC – Here in above clipping –
DERC is Limiting SolarPV to just 20% of Distribution Transformer
Rating. Load Factor of SolarPV is 20% this means SolarPV shall
contribute 4%-6% of Energy Use.
But in case of a 1000 KVA Transformer in my area, Plot Area is 12500
sq.mt, Rooftop Area around 9000 sq.mt – So Rooftops can provide 1000
KVA Rating almost 100% of the Transformer Rating depends of efficiency
of SolarPV Panels.
All the SolarPV Power generation even at 1000KVA capacity would be
used up within area served by DT – therefore it is DELIBERATE MISCHIEF
of DERC. DERC is Always Anti Consumers – Helping DISCOMS to Illegal
Gains.
GOI Should Takeup 1 Billion LED Program – Invite Global Tenders.

BJP is spreading lies about AAP
6 01 2015
Frustrated BJP is spreading lies about AAP government’s tenure
A frustrated BJP is resorting to lies and misinformation about the tenure of the Aam Aadmi Party government in Delhi, since it has nothing positive to show about the seven months since its central government is controlling the national capital.
In an unsuccessful attempt to hide the failures of its central government, the BJP has tried to release some selective information to mislead the people of Delhi about the collection of value Added Tax (VAT) during the Arvind Kejriwal government’s tenure and raids conducted by VAT inspectors.
The AAP reiterates its stand that no raids were allowed on ordinary traders during the tenure of Arvind Kejriwal government and VAT collection during that quarter was higher than in the same quarter in the preceding years.
The BJP has hidden the fact that during the AAP government no raids were allowed on ordinary traders and it has also not revealed that raids which it is falsely referring to were sample checks conducted on petrol pumps, checks on liquor vends and notices to recover tax dues from repeat defaulters.
The party also reiterates its consistent stand that before the AAP government came to power around 200 raids were taking place on ordinary traders in a month and after the exit of the AAP government this number has gone upto between 250-300 raids every month.
The AAP challenges the BJP to release the data about the raids on ordinary traders every month since it has been controlling Delhi since May.
The AAP also challenges the BJP to reveal how many of these raids have been conducted on liquor vends, petrol pumps and tax defaulters and how many of these raids have been against ordinary traders.
The AAP categorically states that raids on traders have increased since BJP took control of Delhi in May and the VAT collection has also gone down.
The BJP has failed to dispute the figures of VAT collection during the quarter in which AAP government was in Delhi.
It has resorted to gimmickry by misleading the figures on VAT collection by adding and subtracting on basis of days. Can the BJP deny the fact that VAT collection is calculated on a quarterly basis ?
The AAP will place before the people of Delhi the BJP’s performance on raids and VAT collection to expose the real face of its seven months tenure for Delhi.

Qasr Al Hosn Festival to Celebrate Emirati Culture and History in February 2015
The festival will run from February 11 to 21,2015
The extensive programme will celebrate the UAE’s tangible and intangible culture
The extensive programme will celebrate the UAE’s tangible and intangible culture
All India, 5th January 2015 :Held under the patronage of His Highness General Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, the annual Qasr Al Hosn Festival will take place in Abu Dhabi city from February 11th to 21st 2015. The festival will enthral visitors with an innovative public programme dedicated to honouring the UAE’s rich culture and history.
Organised by Abu Dhabi Tourism & Culture Authority, the festival celebrates the traditions and culture of Abu Dhabi. His Excellency Sheikh Sultan Bin Tahnoon Al Nahyan, Chairman of the Abu Dhabi Tourism & Culture Authority, said: “Qasr Al Hosn is truly the heart of Abu Dhabi’s cultural scene and one of the structures that represents rich Emirati history. The aim behind the Festival is to engage with the community and give the public rare access to the fort during its restoration and to collectively appreciate centuries of Emirati culture which has shaped the UAE of today.”
“Through Qasr Al Hosn festival, we appreciate the efforts of our ancestors by passing down centuries of information to those visiting from across the UAE and abroad. The fort has been the source of inspiration for so many, and through the festival, we hope to strengthen appreciation of Emirati culture and identity, and harvest pride and honour for all those who take part,” added Sheikh Sultan.
The Qasr Al Hosn fort is the symbolic birthplace of the capital of the UAE and had for generations housed its ruling family, Al Nahyan, as the city developed over the years. Today, the fort represents centuries of Emirati history and culture, and the festival is held annually to celebrate the UAE and its identity, and to honour the UAE’s founders and their visionary leadership.
Held on the grounds of Qasr Al Hosn, the 2015 festival edition will shed light on the fort’s conservation process and its former functions, and will give visitors access to the inner fort, as well as the National Consultative Council Chamber. The public will have access to areas of the fort that have never before been open to the public, such as the living quarters. Mediation and interpretation tools will be used across the fort areas to facilitate the visit and to explain the conservation techniques. In addition to the organised tour, a Qasr Al Hosn exhibition will be launched during the festival and will narrate the significance of the fort and its historical context.
Besides the fort, the Cultural Foundation will also be open to the public. A comprehensive public programme including exhibitions, activities and installations will highlight the building’s significance as a landmark of Abu Dhabi’s modern heritage and will introduce the process of conserving modern heritage while also reviving the spirit of the place.
The programme will continue to celebrate the collective memory of the place and revive the important moments that took place in the Cultural Foundation and that have been intrinsic to the development of Abu Dhabi’s cultural scene.
The programme will include the homecoming of the National Pavilion, United Arab Emirates’ exhibition from the 14th International Architecture Exhibition of La Biennale Di Venezia. It will also feature: “Lest We Forget: Structures of Memory in the UAE”, a music programme themed around the UAE intangible heritage; specially-commissioned artworks by Emirati artists; the cultural experience exhibition “Gahwa” that celebrates the Emirati tradition of the Gahwa rituals in a modern interpretive experience; and, the participation of non-profit community organisations to promote their initiatives focused on UAE culture and heritage.
The Cultural Foundation was completed in the early 1980s to address the late Sheikh Zayed Bin Sultan Al Nahyan’s wish to foster cultural awareness and cultural exchange. Today, it still stands as one of the most successful examples in Abu Dhabi of Modern and Islamic architecture both in terms of fundamental design principles and aesthetic details.
The Festival will also include a lively hub of visual and performing arts programmes, traditional workshops, cultural and interactive learning experiences led by professional curators, artisans and experts.
The Qasr Al Hosn festival will continue to play the important role of accompanying the conservation process of Qasr Al Hosn and opening once a year the door of this important Abu Dhabi landmark to engage with the community and keep them part of the capital’s cultural development initiatives.
