PM Narendra Modi’s upcoming visit to the 5 Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan Turkmenistan and Uzbekistan) in early July 2015 is expected to strengthen the partnership between India and these countries that rest on the principles of energy and security cooperation. A milestone in strengthening the relationship has been India’s ‘Connect Central Asia’ Policy, announced at the first India-Central Asia Dialogue in 2012.
The Session will focus on current challenges and opportunities for development of bilateral and regional relations between India and the Central Asian countries in strategic, security, political, economic, commercial, cultural, energy, connectivity, and people to people relations as also on the major deliverables and take-aways from PM Modi’s visit.

Ambassador Samargiul Adamkulova was appointed Ambassador of the Kyrgyz Republic to the Republic of India in March 2014. Prior to this, from 2012-2014, she was Deputy Minister of Foreign Affairs of the Kyrgyz Republic. Ambassador Adamkulova’s earlier foreign sojourns have taken her to the USA where, from 1992 to 1993 she served as the Second Secretary in the Kyrgyz Embassy in USA and later, from 1997 to 1999, she was First Secretary in the Kyrgyz Embassy in Great Britain and Northern Ireland. |
Commencing as Third Secretary in Protocol Department from 1992 in the Ministry of Foreign Affairs of the Kyrgyz Republic, she has served in various other capacities in the Ministry -1995-1997: First Secretary/Deputy Head of the America and Europe Department; 1999-2003: Counsillor of the Department of Western countries; 2003-2004: Counsillor of the Department of Eastern countries; 2004-2006: Deputy Head of the Department of Eastern countries; 2006-2007: Deputy Director of the Department of Eastern countries; 2007-2012: Director of the Department of Eastern countries. Born on May 9, 1968, Ambassador Samargiul Adamkulova has obtained a Specilization – Oriental Historian – from the Faculty of Oriental Studies, State University of Leningrad (USSR). She knows Kyrgyz, Russian, English, and Arabic. She received an Honorary Diploma of the Government of the Kyrgyz Republic. She is married and has one daughter. |

| Ambassador Parahat H. Durdyev, Ambassador of Turkmenistan to India
Ambassador Parakhat H. Durdyev was appointed the Ambassador Extraordinary & Plenipotentiary of Turkmenistan to the Republic of India in 2007. Prior to this appointment, he was the Deputy Head, ICPO-INTERPOL NCB at the Ministry of Internal Affairs of the Government of Turkmenistan from 2006 until 2007. From 1992 to 2000, Ambassador Durdyev served in the Ministry of Foreign Affairs as Attaché in the Analysis and Forecast Department and as Second Secretary in the Middle East and Africa Department. |
He has served as the Minister-Counselor and Consul in the Embassy of Turkmenistan in the USA from 2002 to 2006; as First Secretary in the Embassy of Turkmenistan in Vienna, Austria, from 2001 to 2002; and First Secretary in the Embassy of Turkmenistan in the People’s Republic of China. He completed his education from Turkmen State University. He knows Turkmen, Russian and English. He is married and has three children. |

Ambassador Dr. Salikh R. Inagamov was appointed as the Ambassador of the Republic of Uzbekistan to the Republic of India on December 5, 2008. Prior to this, Ambassador Inagamov held Ambassadorial assignments for the Republic of Uzbekistan to the Arab Republic of Egypt from 1998 to 2008; and the Kingdom of Saudi Arabia 1995 to 1998. From 1990 to 1992, Ambassador Inagamov was Vice-Consul in the Embassy of former USSR in Yemen. From 1978 to 1980, he was Translator in the State committee for Foreign Economic Relations of the former USSR. |
Ambassador Inagamov was an Officer in the Office of the President of the Republic of Uzbekistan 1994 to 1995. From 1992-1994, he was Deputy Head, Information and Analyses Department, Ministry of Foreign Affairs of the Republic of Uzbekistan. From 1987-90, he was First Secretary in the Ministry of Foreign Affairs. Born on May 2, 1953, in Tashkent, Ambassador Inagamov graduated in 1976 with specialization on the History of Arab Countries from the Tashkent State University. He was a Junior Research Fellow from 1980-87 in the Institute of Philosophy and Law, Academy of Sciences of Uzbekistan. He was also a Referent, Chamber of Commerce of Uzbekistan from 1976 to 1978. Ambassador Mirzosharif Jalolov was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the Republic of India in August 2014. Prior to this appointment, from January 2013 to June 2014, Ambassador Jalolov served as the Deputy Secretary General in the Secretariat of the Shanghai Co-operation Organisation in Beijing, China. From 1999 to 2006, Ambassador Mirzosharif Jalolov served in the Ministry of Foreign Affairs in Dushanbe as Third/Second Secretary in the Department of Asia and Africa. |
Again from January 2009 to June 2014, in the Ministry of Foreign Affairs, he served as Head of External Economic Relations Unit; Head of Department of Asia and Africa; and, Head of the Department of International Organisations. From 2006 to 2009, He was the Russian translator/interpreter in the Secretariat of Economic Cooperation Organisation in Tehran, Iran. Born on May 9, 1968, he obtained a Bachelor of Arts Degree in Chinese language from Beijing Language and Culture University in 1999, followed in 2004 by a Master of Arts Degree in Economics in the field of Management of Public Policy from the University of Tsukuba. Ambassador Jalolov is well versed in computer programming and various applications. He knows Tajik, Russian, English, Chinese and Japanese. He also has a number of publications to his name. | Ambassador Bulat Sarsenbayev, Ambassador of the Republic of Kazakhstan to India (TBC)
Ambassador Bulat Sarsenyev was appointed Ambassador of the Republic of Kazakhstan to the Republic of India in 2014. Prior to this appointment, Ambassador Sarsenyev served as the Ambassador of the Republic of Kazakhstan to the Hashemite Kingdom of Jordan from July 2007 until October 2014; from August 2005 to June 2007, he served as the Charge d’Affaires to the Hellenic Republic; and, from August 2003 to June 2005, as the Consul General to Hong Kong and Macau. His foreign assignments also include a stint in Israel as the Deputy Head of Mission/CDA a.i. from 1997 to 2001. |
Ambassador Sarsenyev also served as the Deputy Director of the International and Legal Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan from April 2001 to August 2003. From August 1991 - March 1992, he served as the Chief Legal Consultant in the Legal & Treaty Department in Ministry of Foreign Economic Relations of the Republic of Kazakhstan. Before joining the Ministry of Foreign Affairs of the Republic of Kazakhstan, from September 1994 - March 1997, Ambassador Sarsenyev was the head of the Representative Office in Almaty of McKenne & Co. International, a British Law Firm, later “Cameron McKenna & Co. International”. He served in the firm’s office in London also. During the same period, he was Vice President on legal aspects of a newly created leading private Kazakh company, JSC "Danc Corporation. From March 1992 - May 1993, Ambassador Sarsenyev served in the Moscow District Administration (municipality) of Almaty city, Deputy Head (Akim) of Administration responsible for social and legal problems (schools, hospitals, social and cultural organizations and institutions, police department); and prior to that from September 1990 - August 1991, was Chief Legal Consultant in the The Supreme Council (Parliament) of the Republic of Kazakhstan, Department for working with the parliamentary Committees. Born on July 17, 1957, in Almaty, Ambassador Sarsenyev studied law from Faculty of Law, Kazakh State University in 1990 and completed his LLM courses in Urban Development & Law, International Law & Natural Resources, International Tax Law and International Environment Law from London University in 1994. | Ambassador Ashok Sajjanhar, Former Ambassador of India to Kazakhstan, Sweden and Latvia and Secretary, National Foundation for Communal Harmony
Ambassador Ashok Sajjanhar, assumed charge as Secretary, National Foundation for Communal Harmony (NFCH) on 17th April 2013. Ambassador Sajjanhar, a Postgraduate in Physics from Delhi University and a career diplomat, has served as Ambassador of India to Kazakhstan, Sweden and Latvia. He has also held several significant and senior positions in Indian Embassies in Washington, Moscow, Brussels, Geneva, Bangkok, Teheran and Dhaka. |
Ambassador Sajjanhar joined the Indian Foreign Service in July 1978 and retired in the rank of Secretary to the Government of India in July 2012. Prior to joining the Indian Foreign Service, he worked as Staff Officer and Manager in Bank of India for 3 years. Ambassador Sajjanhar negotiated for India in the Uruguay Round of Multilateral Trade Negotiations and made vital and critical contributions to outcomes in several areas. He was invited to participate as Resource Person and Speaker in several Conferences on the Multilateral Trading System and Doha Round in Beijing, Kuala Lumpur, Bangkok, Papua New Guinea, Seoul, Geneva, etc. A keen proponent of Indian culture, he was the Director of Jawaharlal Nehru Cultural Centre in Moscow where he was instrumental in ushering in a new paradigm in cultural diplomacy. Ambassador Sajjanhar held the position of Director, Indian Foreign Service Institute, New Delhi from ’92 to ’94. Ambassador Sajjanhar was Deputy Chief of Mission as well as Deputy Permanent Representative of India to UN-ESCAP during his assignment in Bangkok from 2000 to 2003. He was an active negotiator in the India-Thailand Free Trade Agreement (FTA) as well as India-Asean FTA discussions. The US-India Nuclear Deal was signed by PM Dr. Manmohan Singh and President Bush during Ambassador Sajjanhar’s term in Washington in 2005. Ambassador Sajjanhar was Deputy Chief of Mission to European Union, Belgium and Luxemburg from 2005 to 2007. The EU-India Strategic Partnership as well as negotiations for EU-India Bilateral Trade and Investment Agreement were launched during his tenure in Brussels. Ambassador Sajjanhar was decorated by the Government of Kazakhstan with the Kazakh President’s Medal for “his invaluable contribution and in providing unprecedented impetus” to bilateral ties between the two countries. He was decorated with the National Award by the Government of Latvia for strengthening and expanding bilateral ties and friendship. Both these awards were conferred upon Ambassador Sajjanhar after his retirement from the Government Service. Currently Ambassador Sajjanhar is President, Institute of Global Studies; Visiting Professor at the Centre for Research in Rural and Industrial Development, Chandigarh; and Member, Governing Board of Sanskriti Educational Foundation, Indian Institute of Law and Management, VPMs Centre of International Studies, and several others. Ambassador Sajjanhar is fluent in English, Hindi and Russian and has working knowledge of French and Persian. His other interests include reading, music and Indian culture. His wife Mrs. Madhu Sajjanhar is an economist and educationist by training, and is a keen painter. They have a son and a daughter, both of who are keenly interested in and proficient in music. |
